Multi-phase English Language Specialist Project in Vietnam Fosters Sustainable Institutional Relationship

In honor of the substantial contribution that the English Language Specialist program has made towards improving national language tests in Vietnam, on October 11, 2017 the President of University of Languages and International Studies (ULIS), Dr. Do Thuan Minh awarded English Language Specialist Dr. Nathan Carr an “Honorable Professor” position at the university.  Dr. Carr completed a multi-phase English Language Specialist program both training university professors on high-stakes test development and working with them to help develop Vietnam’s Standardized Test of English Proficiency (VSTEP). 

This award will cement an ongoing institutional relationship between Dr. Carr, from University of California, Fullerton, and ULIS and allow the two universities to continue working together over the next five years without U.S. government assistance.  During this time Dr. Carr and the local ULIS professors plan to co-author 12 book chapters about the development of VSTEP, and Dr. Carr will offer a post-graduate blended learning course on assessment.
